WHEREAS, he began his career with the City of Los Angeles in 1979 as a Trial Deputy where he tried more than 50 jury trials involving drugs, theft and vice activities, worked on arrangements, narcotics filings, manslaughter traffic cases, drunk driving, and hit and run; and
WHEREAS, Keith moved to the Agency Unit in 1983, and to the Environmental Protection Unit in 1984 where he investigated and prosecuted matters of air pollution, noise pollution and toxic waste; and
WHEREAS, he moved to the Civil Branch, Real Property/Environment Division in 1987 where he represented the City in matters involving CEQA, superfund, historic preservation, endangered species, equal protection, interstate commerce, freedom of religion and many other matters. He also supervised billings of outside council in CEQA suits, advised the Mayor, Council and City Department staff on issues such as compliance with environmental regulations, hazardous materials disclosure, superfund laws, and drafted City ordinances on environmental matters; and
WHEREAS, Keith moved to the Civil Branch, General Counsel Division in 2002 where he served as legal counsel to City Departments and Staff Counsel to City Counsel Committees and Boards on a wide of environmental matters.
